County Manager & Clerk To The Board

Mission Statement:
The mission of the Duplin County Manager’s Office is to provide effective leadership to ensure effective and efficient delivery of County services to Duplin County residents, businesses, and institutions.

The mission of the Duplin County Clerk to the Board of County Commissioners is to maintain the Board’s administrative history by keeping accurate and complete minutes, archiving those minutes for use by future generations and providing administrative support to the Board of Commissioners in its response to the needs of the public.

General Services:
The County Manager serves as the Chief Administrator of Duplin County government. The Manager is appointed by and serves at the pleasure of the Board of Commissioners. The Manager supervises and coordinates the day-to day activities of the County departments for the Board, and sees that all orders and policies of the Board are carried out. The Manager serves as the County’s budget officer formulating the county’s annual operating budget to support all county operations. The Manager also recommends new and revised policies and programs to the Board of Commissioners, makes recommendations on appropriate matters of business, represents the County in dealing with various agencies and elected officials and performs other duties assigned by the Board.

The Clerk to the Board is appointed by the Board of County Commissioners. In Duplin County, the County Manager currently also serves as the Clerk to the Board. The Clerk is responsible for creating minutes of Board meetings and archiving minutes and exhibits for permanent record of Board actions; researching and interpreting various reports and activities; and assuring that legally required notices and operational processes and procedures are followed for Board meetings. The Clerk also recruits candidates to serve on various citizen boards and advisory committees.

Department Head: Davis H. Brinson

Davis H. Brinson began his career in local government in 1995 with the Duplin County Sheriff’s Department. He was elected as the county’s Register of Deeds in 2000 and served in that capacity until being appointed County Manager and Clerk to the Board in November, 2017. Davis is the sixth County Manager and the seventh Clerk to the Board in Duplin County’s history.

Raised in Kenansville, North Carolina, Davis attended the public schools of Duplin County. He earned his B.A. in Political Science from the North Carolina State University. He is married to Brandi and lives in Kenansville, N.C.
