GENERAL DESCRIPTION OF DUTIES
Under administrative direction, the purpose of the position is to promote and develop Duplin County to attain a better lifestyle for its citizens. The person in this role will collaborate with the towns of the county to understand each area’s vision for economic growth. Employees in this classification perform professional and managerial work. Position is responsible for developing a plan for promoting the County; interacting and networking with state officials, utility companies, existing employers, citizens, towns, etc.; and preparing and maintaining reports and budgets. Job duties include but are not limited to the planning, developing and assertively recruiting/retaining major employers, industries and businesses for the purpose of enhancing the Duplin County economy, as well as broadening the tax base. Performs related work as required.
SPECIFIC DUTIES AND RESPONSIBILITIES
EXAMPLES OF ESSENTIAL FUNCTIONS
Develops a plan for promoting Duplin County; Plays an instrumental role in promoting Duplin County as a great place to live, work and conduct business; Act as the lead contact in the recruitment and retention of business and industry for Duplin County.
Recruit businesses by meeting with representatives to determine their needs and make presentations concerning Duplin County economic information, assist businesses by acting as a liaison to the County.
Assist companies and site location consultants considering Duplin County as a place to do business.
Coordinate the site location search process with local regional and state economic development partners including private sector partners.
Collaborate with the local Community College and Public School System to help businesses and industries develop an appropriately trained local labor pool.
Develop and maintain good working relationships with management of existing Duplin County businesses and industry and provide services to assist with expansion projects.
Track active projects and prospect inquiries from companies, brokers and consultants.
Demonstrate the ability to plan, complete tasks, and monitor results with established deadlines.
Collaborate with other county entities to plan business and industry relations special events.
Research and catalog Duplin County assets and make information easily accessible by the public on the county website. Apply knowledge effectively and use creativity to solve a wide range of challenges.
Attend local and national trade show events to market Duplin County as a preferred business location.
Ability to negotiate business recruitment packages and present proposals to the Board of Commissioners.
Ability to analyze data, work with numbers and provide accurate information to potential businesses and industries looking for information.
Outstanding communication and presentation skills including great computer skills to create presentations, spreadsheets, charts, etc.
Marketing and Advertising skills and knowledge with creative and innovative ideas for promoting Duplin County as a great place to do business. Knowledge of Duplin County ordinances in relation to development.
Interacts and communicates with top management of large corporations and utility companies; interacts with citizens; visits existing employers; interacts and networks with state officials, including the Governor, legislators, Council of State, and U.S. Congressmen and Senators; helps businesses and citizens prepare business plans.
Represents Duplin County at events and functions; attends workshops and conferences related to economic development and tourism.
Prepares technical reports; prepares budget for Economic Development and prepares and maintains budget for capital development projects.
Administers the County’s Revolving Loan Program; Prepares marketing materials and grant applications.
Serves on advisory boards which support departmental efforts.
Coordinates with Airport Director to assign, review, plan, and coordinate work of Administrative Support Specialist; selects, develops, instructs, disciplines, and discharges subordinate personnel; evaluates performance and recommends salary increases for subordinate personnel.
MINIMUM TRAINING AND EXPERIENCE
Bachelor’s degree in Business Administration, Public Administration, Economics, Marketing or closely related field; supplemented by three (3) to five (5) years previous experience and/or training that includes the development and promotion of a city, county, or state; or an equivalent combination of education, training, and experience.
Applicant must reside in Duplin County or be willing to relocate to Duplin County within 1 year of employment.
Possession of a valid driver’s license issued by the State of North Carolina.
