Income Maintenance Supervisor II CMA Family & Children Medicaid – (DSS)

SALARY: Grade 63                                                       $21.3949 hourly/ $44,501.34 annually

GENERAL DESCRIPTION OF DUTIES

This position supervises the intake and processing functions that determine initial eligibility for multiple programs; as well as the cases management functions of these programs; all of which must be completed within the required timeframes.

SPECIFIC DUTIES AND RESPONSIBILITIES

This position assigns and balances workloads within the unit and/or sub-units and coordinate overall workflow. Work requires employees to develop procedures and to make minor organizational changes and recommend other changes to improve efficiency.

This position must keep statistics on workloads to assess units needs and affect needed changes to maintain compliance with Federal and State guidelines.

This position must keep the Income Maintenance Administrator abreast of all activities; of increased needs. caseload size, workloads, schedules and other pertinent information of the function of the unit.

This position assigns new applications that are mailed, faxed, dropped off, or completed through ePass to the agency from clients and from out-post facilities listing them on an application log to keep a control of times and progress of the application process.

This position is responsible for overseeing the second party reviews of each worker on an ongoing basis to ensure that forms are correctly completed, budgeting procedures have been used properly and workers have covered every aspect of the program with the applicant/recipient.

This position uses quality assurance reports, State error printouts, and input from lead workers in evaluating the overall performance of staff assigned to their unit. This position ensures that policies, rules and regulations are followed.

This position plans/schedules frequent individual and team staff meetings to clarify and interpret policy, provide timely information regarding changes in policy and practice, discuss grievances and manage disciplinary issues.

This position attends training meetings as needed and monthly meetings on policy.

This position is responsible for orientation and training of new workers into the unit. This position must ensure that new workers receive adequate training and assistance in learning the rules and regulations for the program, adjusting to their surroundings and understanding their roles as an Income Maintenance Caseworker.  

This position would be responsible for functioning as a leader or as support in the establishment of Disaster Food Assistance (DSNAP) process in the event of a declared disaster.

This position is responsible for ensuring Day Sheets are completed timely and accurately for each social worker. This position completes performance evaluations for new and veteran employees.

MINIMUM TRAINING AND EXPERIENCE

Three years of experience as a caseworker or investigator in an income maintenance program, preferably with one year of supervisory experience; or an equivalent combination of training and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility. Considerable knowledge of the use of the income maintenance manuals. Considerable knowledge of needs, problems, and attitudes of disadvantaged persons. General knowledge of all agency programs and services. General knowledge of community services and programs which could affect the client/applicant. General knowledge of the budget process. Good mathematical, reasoning, and computational skills. Ability to instruct, organize, direct, and supervise lower level employees. Ability to learn basic supervisory/management skills. Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and to interpret rules and regulations. Ability to present information orally and in written form.

SPECIAL REQUIREMENTS

All employees should possess a valid North Carolina driver’s license. All employees may be requested to perform other duties as assigned. All employees may be required to assist county operations during a State of Emergency, disaster or other county event.
