Section 3 Economic Opportunities

The North Carolina Office of Recovery and Resiliency (NCORR) administers Community Development Block Grant – Disaster Recovery and Community Development Block Grant – Mitigation funds from the U.S. Department of Housing and Urban Development (HUD) to help the state recover from Hurricanes Florence and Matthew. To receive this federal funding, NCORR and its contractors must comply with Section 3 of the Housing & Urban Development Act of 1968. This section of the law states that whenever possible, projects funded by HUD must utilize the following:· Offer employment opportunities to Section 3 workers or targeted Section 3 workers whose income is below the HUD established income limit, especially those who receive government housing assistance.· Contract with businesses that provide economic opportunities for these workers.
