Under general supervision, performs skilled work in the investigation and enforcement of ordinances and statues related to the prevention of illegal or improper trash and refuse handling and solid waste disposal for Duplin County. Work involves performing investigative work to prevent illegal or improper waste disposal and enforcing corrective measures, including pursuing citations against those in violation of the county’s solid waste disposal laws and regulations. Employee must exercise considerable independent judgment and initiative in performing all phases of work. Employee must also exercise considerable tact, courtesy and firmness in frequent contact with the public. Employee is exposed to the usual unpleasant working conditions associated with solid waste work. Reports to the Solid Waste Director.
SPECIFIC DUTIES AND RESPONSIBILITIES
Receives complaints concerning the illegal or improper handling of solid waste; investigates reports and complaints of improper dumping areas to determine compliance with applicable solid waste ordinances; investigates illegal dumping sites for evidence to assist in the determination of responsible person(s); contacts various agencies including: Municipal Police Departments, Sheriff’s Department, Tax Office and the Post Office to assist in the location of responsible persons.
Works closely with the state agencies to investigate illegal burning of hazardous materials and non-permitted dump sites and landfills.
Answers complaints on illegal burning; receives reports from volunteer fire departments and issues warnings or citations based on the degree of violation.
Enforces correction of solid waste ordinance violations through pursuing notices of violation and citations requesting corrective action, and if necessary, pursues a warrant for responsible parties to appear in court; appears in court and testifies as needed.
Maintains applicable records concerning work activities; assists in preparation of routine reports for submission to the Solid Waste Director.
Patrols areas for illegal or improper dumps and hauling.
MINIMUM TRAINING AND EXPERIENCE
Graduation from high school supplemented by course work in investigative practices, procedures and techniques or related subjects. Has working knowledge of county, city, state solid waste disposal methods and procedures and 1 to 2 years’ experience in solid waste control activities and some experience in dealing with the public; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
Possession of a valid North Carolina driver’s license.
