GENERAL DESCRIPTION OF DUTIES

The primary purpose of this position is to provide services to disabled or aged adults who are in need of protection from abuse, neglect or exploitation. The Adult Protective Service (APS) worker provides a vast number of services to correct or prevent abuse, neglect or exploitation of incapacitated adults. Adult Protective Services differs from many of the other Social Services as it may be initiated without the consent of the adult. The Adult Protective Services worker receives alleged information, makes a diligent and thorough evaluation of that information, and determines if the adult is in need of protection. I f the adult is in need of protective services, the worker begins a multi-faceted approach to correct or prevent further abuse, neglect or exploitation. Services may include planning and counseling with the adult and his relatives or caretakers, assisting or arranging for alternative living arrangements, and arranging for legal, medical or other needed services. This position will also serve as perform duties as back-up Adult Home Specialist.

SPECIFIC DUTIES AND RESPONSIBILITIES

Receives intake report alleging neglect, abuse or exploitation of an incapacitated adult and complete intake form. Initiates the reports immediately if the individual is alleged to be in danger of death, within 24 hours if the individual is alleged to be in irreparable harm or within 72 hours in a less threatening situation.

Interview clients in the area of physical health, mental health, activities/instrumental activities of daily living, economic, environment, and social support. Evaluates the report by making home visits to the adult, telephone calls to collaterals and obtaining information from various computer systems such as Central Registry, NCFAST, OLV, DMV, AOC, ACTS and CLEAR.

Complete documentations from interviews, telephone calls and conferences.

Staff with the supervisor and/or unit to make a case decision to substantiate or unsubstantiated neglect, abuse and/or exploitation. Complete forms DAAS-5026, DSS-5027, Community Evaluation, Face Sheet, Notices to Reporters, Initial and Final Written Reports, Case Maintenance Forms, Mental Health Questionnaire, Determination of Capacity. Develop service plans that outline the adult goals and target date of achievement. Mobilize services for clients and/or refer for services to outside agencies.

Conduct home visits to evaluate the need of the adults. Find placements for disabled adults in nursing homes, assisted living facilities, group home or the community. Meet with County Attorney to discuss court cases. Testifies in court regarding case findings. Files involuntary commitment papers as needed.

Collaborate with outside agencies to ensure the safety of adults in need of protection. Complete monthly reports regarding caseload activity. Rotate on-call nights, weekends and holidays.

Attends unit staff meetings, training through NC Di vision of Aging and Adult Services and Webinars.

Complete monthly reports regarding caseload activity. Works in disaster shelters as deemed necessary.

MINIMUM TRAINING AND EXPERIENCE

Master’s degree in social work from an accredited school of social work; Bachelor’s degree in social work ·from an accredited school of social work and completion of the Child Welfare Collaborative (Child Welfare positions only); Bachelor ‘s degree in social work from an accredited school of social work and one year directly related experience; Master’s degree in counseling in a human services field and one year of social work or counseling; Bachelor ‘s degree in a human services field from an accredited college or university and two years directly related experience; Bachelor’s degree from an accredited college or university and three years of directly related experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of client’s problems. Ability to supervise, train, or instruct lower-level social workers, students, or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.

GENERAL DESCRIPTION OF DUTIES

The purpose of this position is to provide temporary and permanent living arrangements for abused, neglected, and dependent children that the court has found to be at risk in the home of parents/other caretakers through in-depth assessment, counseling and education.

Recruits, educates, and assesses potential adoptive and foster families.

Helps families identify their own strength s and needs through comprehensive assessment of family dynamics in parenting children of various sexes, ages, races and abilities.

Provides education and counseling to address needs, provide emotional support, and education through classes, one on one contact and involvement with Foster Parent Groups and Adoption Support Groups.

Provides counseling and referrals for foster children transitioning into adoptive placements, provides education and treatment options for adoptive families prior to, during, and following the adoption process.

Provides counseling and crisis intervention and consultation with community professionals to prevent placement disruptions during and following adoptions and in foster care placements.

Evaluates placements in independent adoptions and assesses relative/step-parent adoptions through family counseling, and evaluating information acquired through family interactions, consultations with community professionals, and/or correspondence.

Provides case management services in cross county and interstate cases to include counseling, on-going assessments and education for cases of substantiated abuse and/or neglect when placement with a relative in Duplin County is requested. Includes an initial assessment of the identified relative for the ability to meet children’s needs and appropriateness of placement. Provides reports to be utilized for agency and court decisions.

This position receives reports of alleged neglect, abuse, or dependency that may be made in person, by phone, or by mail by anyone who suspects such is occurring.

Completes monthly and weekly reports.

Attends conferences, staff meetings and training. Works at disaster shelters as assigned.

GENERAL DESCRIPTION OF DUTIES

The purpose of this position is to interview public assistance and non-public assistance clients to obtain pertinent information

SPECIFIC DUTIES AND RESPONSIBILITIES

Has daily contact with public assistance and non-public assistance custodians who wish to apply for child support services and interviews to obtain information on all parties involved.

Must be able to discuss confidential matters with the custodial and non-custodial parent at any given time. Creates child support cases in the Automated Collection and Tracking System (ACTS) using all location resources. Schedules and coordinates appointments for custodial parents who are referred from public assistance cases. Completes checklists, prints all documents, copies all documents related to the case. Escorts the custodial parent to the Administrative Officer for receipting of the application fees if needed Creates case files. Assesses cases to determine how the cases are to be processed. Refers cases to the appropriate worker. Refers cases for non-cooperation if the custodial parent is receiving public assistance and is non-cooperative with the Child Support Program. Provides any new information obtained from the custodial or non-custodial parent to other child support workers. Serves as back-up for the reception area as needed. Works reports monthly to locate non-custodial parents. Attends staff meetings and trainings as needed. Works at disaster shelters as deemed necessary.

MINIMUM TRAINING AND EXPERIENCE

Graduation from high school and two years of experience in eligibility, investigative, judiciary, or legal work that provides the knowledge, skills, and abilities needed to perform the work; or an associate degree in business administration, human resources, law enforcement or closely related degree and one year of experience in eligibility, investigative, judiciary, or legal work that provides the knowledge, skills, and abilities needed to perform the work; or a four year degree; or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of the Child Support Enforcement Program and applicable legal procedures; considerable ability to interview clients, absent parents and related sources, and to investigate cases; considerable ability to organize, analyze, and summarize case information; basic math skills; ability to establish and maintain effective working relationships with clients and absent parents, location resources, offices of the Clerk of Court, Magistrates, District Attorney, Sheriff, other court officials, and private attorneys.

Job Summary  

Under general supervision, the purpose of the position is to perform specialized accounting work involving payroll accounting, accounts payable, accounts receivable, general ledger, data processing, and fiscal control work. Position performs related work as required. 

Specific Duties and Responsibilities

Establishes and maintains productive and positive working relationships with co-workers, commissioners, supervisors, departments, citizens and outside vendors and agencies.   

Responsible for the accurate and timely compilation, preparation, confirmation, and completion of payroll information used to produce records that result in payments to employees, federal agencies, state agencies, and other entities in accordance with the laws and regulations set forth by federal, state, and county government.   

Calculates and prepares federal withholding, FICA, and state withholding tax deposits. 

Distributes payroll service reports to departments, reviews for accuracy, makes and posts adjustments, verifies data entry, and accuracy of payroll printouts. 

Verifies W-2 information, prepares W-2 transmittal, and prepares W-2 forms for delivery. 

Reconciles, prepares vouchers, electronic files for up-load, and journal entries, for all payroll deductions. 

Maintains year-to-date payroll control totals. 

Prepares payroll-related reports, submits by due dates, and corresponds with recipient agency on clarification or modification of required information. 

Researches payroll records to respond to information requests. 

Acts as finance office point of contact to County departments with payroll input/processing problems. 

Prepares payroll data and journal entries for the annual audit, indirect cost plan and OPEB reports. 

Keys, reconciles, and files various reports as directed by the finance officer. 

Keys, bills and reconciles receivables. 

Attends training as requested. 

Other duties as assigned. 

MINIMUM TRAINING AND EXPERIENCE 

Bachelor’s degree in accounting with one (1) to three (3) years of direct payroll processing or governmental payroll experience or Associate’s degree with course work emphasis in accounting and three (3) to five (5) years of direct payroll processing or governmental payroll experience or six (6) to ten (10) years of direct payroll processing or governmental payroll experience or an equivalent combination of education, training, and experience.

Job Summary  

The purpose of this position is to provide accounting functions for the department; responsible for the day to day accounting duties; prepare and process a variety of reports, forms, and correspondence; file and maintain departmental records; receive calls from citizens and to schedule transportation for the general public. Position is responsible for operating communications equipment, assess client needs and provide clients with time schedule and fare charges (if any). Performs related duties as assigned. 

ESSENTIAL FUNCTIONS 

Processes all invoices for the department; including checking for accuracy, assigning correct general ledger codes, and ensuring payment of invoices. Completes budget amendments as necessary. 

Keys requisitions into accounting software to obtain purchase orders. 

Collects cash funds received; reconciles transit fares collected daily; makes daily deposits; accurately keys deposits into accounting software allocating funds into correct general ledger code. 

Reconcile payments received from third parties to billing statements; investigates denials; correct errors in billing; and resubmit billing. Administers department payroll, verifies timesheets, keys payroll records and distributes payroll checks. 

Assists Director with grant application planning and submission. 

Perform reimbursement processing consistent with applicable local, state, and federal policies and procedures. 

Maintains agency supplies; verifies incoming supplies for accuracy; requests PO’s in accounting system when necessary; utilizes P-card for purchases according to policies and procedures. 

Processes advance travel authorizations; collects travel logs, process and requests checks; completes registrations and assists with travel arrangements. Completes month end reporting. 

Audits general ledger entries regularly; works with Finance Office to reconcile discrepancies. 

Assists Director in preparing yearly budget. Answers telephone calls and take requests for transportation from agencies and members of the general public. Schedules and confirms passenger trips  
Efficient use of scheduling software. Efficient use of MDC/AVL equipment pertaining to all aspects of the transportation operation. Determines point of trip origin & destination and seeks to group the requested trips with other previously scheduled trips for maximum efficiency 

Consults with the Transportation Director on matters which are not addressed as standard operating procedures 

Promptly advises Transportation Director of any field problems such as accidents, break downs, delays, etc. 

Provides clients with the estimated time of pickup, fare charges to be paid (if any), cancellation and no-show policies, and other information on the provisions of service 

MINIMUM TRAINING AND EXPERIENCE 

Education:  High school diploma or GED 

Experience: basic courses in bookkeeping or accounting and three years’ experience in bookkeeping or accounting clerical work Skills and Abilities: Must be able to efficiently read a road map. Applicants should be familiar with the geography in Duplin County, including specific landmarks, the names and locations of streets, roads, and highways and other specific geographical information relative to the service area
