The Duplin County Board of Commissioners is seeking proposals for stream debris removal on Watershed Lateral HB1 in Duplin County, North Carolina. Stream debris removal shall consist of removing and disposition of privet and other obstructions from the flow area of the natural or excavated channel. Grantees shall be responsible for complying with all applicable permitting requirements. All debris removed from stream or stream area must be removed from the 100-year floodplain or processed in a manner that the debris would not pose a risk of blockage or significant impairment of normal streamflow during a subsequent flood event. Processing of debris includes: ∙ Chipping the privet and spreading it down the travel-way.

GENERAL DESCRIPTION OF DUTIES

Under general supervision, the purpose of the position is to provide complex administrative support. Employees in this classification perform a variety of routine and complex office assistance and administrative tasks. Position is responsible for preparing and processing a variety of reports, forms, and correspondence; performing receptionist duties; and filing and maintaining confidential departmental records. Performs related work as required.

ESSENTIAL FUNCTIONS

Types, processes and prepares correspondence, charts, forms, reports, studies, evaluations, or other materials; takes various meeting minutes. Proficient in Microsoft Word, Excel, Access, and Publisher. Answers the telephone and receives visitors; answers inquiries from the public; maintains schedules and calendars; makes appointments. Schedules the conference room meetings for various agencies. Position requires written and verbal communication skills. Maintains databases for a variety of program records. Prepares bills to be paid; prepares invoices and checks; collects money; makes deposits as needed. Maintains inventory of supplies for the county and NRCS; orders or requisitions supplies as needed for NRCS. Maintains the ACCESS database of federal applications/contracts, state cost share contracts, and wetland/HEL determinations. Maintains monthly reports for federal vehicle mileage and federal copier. Manages federal applications/contracts using Protracts and SCIMS. Processes incoming and outgoing mail for county and NRCS personnel. Schedules inspections and meetings. Attends various meetings and assists with recording minutes. Compiles agenda packets for meetings. Responsible for working with the educational program for SWCD. Prepares local news stories of conservation accomplishments, events, progress, or special projects. Prepares quarterly newsletter for education purposes. Mails educational correspondence to the schools, teachers, students, and media. Provides information to the general public on a variety of programs. Prepares certificates, and any other documents for SWCD education such as the Conservation Poster Contest and Annual Youth Fishing Tournament.

MINIMUM TRAINING AND EXPERIENCE

Education & Experience: Associate degree with course work emphasis in Business Administration and/or Agriculture Business. A high school diploma or GED is acceptable if supplemented by one (1) to two (2) years previous experience and/or training involving office or secretarial work and/or Agriculture Business or an equivalent combination of education, training, and experience.

SPECIAL REQUIREMENTS

Federal Background checks are required of the position as it relates to Homeland Security and the use of federal computer system. In accordance with the county’s drug free workplace policy, employees will be subject to pre-employment and random drug screening. Limited attendance at night meetings or weekend activities may be necessary. Travel outside the office and the county on behalf of the county for meetings and trainings.

GENERAL DESCRIPTION OF DUTIES

Under administrative direction, the purpose of the position is to oversee the operations of the Duplin County Board of Elections. Employees in this classification perform administrative and managerial work. Position is responsible for maintaining the permanent voter registration file for the County; overseeing and participating in voter registration and elections; receiving notices of candidacy for elective office; and preparing and submitting required State, County, and Federal reports. Performs related work as required.

SPECIFIC DUTIES AND RESPONSIBILITES

Updates computer database by running various programs; performs routine edit of automatic back-up of computer system for deletions, formatting, tape problems, etc.; periodically runs back-up tapes manually.

Performs general office duties; collects and receipts money.

Assists Director in processing quarterly felon, deceased, and DMV reports.

Assists Director, as needed, in preparing, checking, and running reports; prepares some election materials.

Assists Director in verifying and processing provisional ballots for canvassing votes; researches and assists in checking out rosters, poll books, verification of voter names on computer database, etc., when necessary (as in election discrepancies or in the event of recounts).

Keys and verifies election history, etc., including keying election changes, additions, deletions, along with Director; prints reports of election results.

GENERAL DESCRIPTION OF DUTIES

Under administrative direction, the purpose of the position is to oversee the operations of the Duplin County Board of Elections. Adheres to Chapter 163 of the Election Laws of North Carolina and all memorandums and Orders from the State Board of Elections.

Attends Board of Elections meetings and keeps minutes of meetings; maintains all records of the Board and handles all correspondence concerning the Board and any election; keeps Board informed of all changes in election laws, deadlines, and meetings; keeps precinct officials informed of any changes in their duties and responsibilities and changes in laws; trains precinct officials; prepares and submits departmental budget to Elections Board.

Maintains permanent registration file; registers voters; provides lists of registered voters upon request; prepares voter registration maps.

Notifies municipalities in the County of positions available in upcoming elections; receives notices of candidacy for elective office and collects filing fees for County, State, and municipalities; prepares campaign reporting manual to candidates.

Prepares for all types of elections held in County; orders ballots; prepares voting booths; programs ballot layout pages; prepares all forms to be used in holding elections; performs all duties to hold election, including posting transfer and absentee votes, taking returns from precincts; and canvassing all returns.

Responds to inquiries concerning voter registration; acts as liaison with local, State, and Federal election officials for voter registration and election matters.

Prepares and maintains a variety of reports and correspondence.

Supervises and trains election officials.

Compiles all payrolls and submits same to Finance for payment to Election officials, staff, and Board Members per established policies.

Submits all expense (travel, rent, mileage, etc.) for payment per established policies.

Prepares recommended budget for submission to County Board of Elections.

Prepares all Request to Purchase Orders

Maintains certification as a notary public and notarizes documents used in elections office as necessary.

Supervises staff in daily operations of the Board of Elections.

Issues absentee applications and ballots

Coordinates with county maintenance department the delivery and pick up of Election Day voting equipment.

Maintains GIS/ Geocode database.

GENERAL DESCRIPTION OF DUTIES

Fire Code Enforcement Division: Under limited direction, the purpose of the position is to perform inspection work in the enforcement of state and local building codes and to work with all emergency response agencies throughout the County. Employees in this classification perform skilled technical work. Position is responsible for inspecting businesses, schools, and other occupancies for fire code compliance; responding to incidents, investigating fires, and developing safety plans. As it is seen as a conflict of interest, any individual serving in this role should not serve in any Officers’ position in the Duplin County Fire Association or as the elected Chief of any emergency response agency. Emergency Management Division: Under general direction, assists with the administration and coordination of the varied emergency planning, mitigation, response and recovery programs with the county. This is a middle management position at the advanced level, with a great emphasis being placed on the ability to work well with all levels of emergency response disciplines. Personnel in this position develop and utilize certain methodology and procedures and train other personnel.

DISTINGUISHING FEATURES OF THE CLASS:

An employee in this position works responsibly and independently carrying out assigned or mandated projects of varying difficulty and complexity or, working as a member of a team on large and complex emergency related projects. Employees in this position are expected to exercise considerable independent professional judgment in solving most problems that arise within their assigned work areas.  Employee will be knowledgeable of OSHA rules, regulations, policies and procedures utilizing them to evaluate compliance, measure physical hazards, recommend corrective action and assess the effectiveness of safety programs for county departments.  Employee will be considered an integral part for administering and managing all aspects of the county emergency response and safety plans.

This position requires expertise related to applicable Federal State, county and/or municipal statutes, rules, ordinances, codes, case law, administrative rules/orders and other relevant guidelines and directives. Individual must have knowledge of the principles, procedures, practices, and techniques of management and/or supervision, OSHA rules and regulations, and workplace safety practices.  Work is performed under general direction of Director/Fire Marshal and in accordance with the county’s drug free workplace policy; employees will be subject to pre-employment and random drug screening.

Additional Requirements:  This is a 24/7 “On Call” position and the successful candidate must be a current resident, or must become a resident within ten (10) miles of Duplin County within six (6) months of the date of employment with Duplin County.
