GENERAL DESCRIPTION OF DUTIES

The purpose of this position is to interview public assistance and non-public assistance clients to obtain pertinent information.

  • Has daily contact with public assistance and non-public assistance custodians who wish to apply for child support services and interviews to obtain information on all parties involved.
  • Must be able to discuss confidential matters with the custodial and non-custodial parent at any given time.
  • Creates child support cases in the Automated Collection and Tracking System (ACTS) using all location resources.
  • Schedules and coordinates appointments for custodial parents who are referred from public assistance cases.
  • Completes checklists, prints all documents, copies all documents related to the case.
  • Escorts the custodial parent to the Administrative Officer for receipting of the application fees if needed
  • Creates case files.
  • Assesses cases to determine how the cases are to be processed.
  • Refers cases to the appropriate worker.
  • Refers cases for non-cooperation if the custodial parent is receiving public assistance and is non-cooperative with the Child Support Program.
  • Provides any new information obtained from the custodial or non-custodial parent to other child support workers.
  • Serves as back-up for the reception area as needed.
  • Works reports monthly to locate non-custodial parents.
  • Attends staff meetings and trainings as needed.
  • Works at disaster shelters as deemed necessary.

MARGINAL FUNCTIONS

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

  • Assists other unit workers when time permits.
  • Performs other duties as assigned.
  • Performs general filing.
  • Notarizes documents for other workers.

MINIMUM TRAINING AND EXPERIENCE

Graduation from high school and two years of experience in eligibility, investigative, judiciary, or legal work that provides the knowledge, skills, and abilities needed to perform the work; or an associate degree in business administration, human resources, law enforcement or closely related degree and one year of experience in eligibility, investigative, judiciary, or legal work that provides the knowledge, skills, and abilities needed to perform the work; or a four year degree; or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of the Child Support Enforcement Program and applicable legal procedures; considerable ability to interview clients, absent parents and related sources, and to investigate cases; considerable ability to organize, analyze, and summarize case information; basic math skills; ability to establish and maintain effective working relationships with clients and absent parents, location resources, offices of the Clerk of Court, Magistrates, District Attorney, Sheriff, other court officials, and private attorneys.

GENERAL DESCRIPTION OF DUTIES

The purpose of this position is to ensure that all children receive necessary and needed support from non-custodial parents by providing child support services to public assistance and non-public assistance parents in the state of   North Carolina. This position involves location of non-custodial parents, enforcement of support, modifications and review and adjustments of child support obligations. Employees perform other duties as assigned.

  • Requires knowledge of the Child Support Enforcement Program, laws governing child support, policies and procedures as defined by Agency, State and Federal regulations.
  • Reviews all legal documents and paperwork received to determine if they are completed accurately.
  • Prepares, organizes and enforces Child Support orders as defined by state and federal law to public assistance and non-public assistance custodial parents.
  • Interviews custodial and non-custodial parents to enforce child and medical support orders. Reviews and adjusts the support orders.
  • Monitors cases for delinquency.
  • Provides in-depth investigations and prepares cases for court to enforce child support orders. Prepares court dockets, case summaries and case records to assist the Attorney in the courtroom in presenting and reviewing cases.
  • Advises the court (through the attorney) of variables affecting cases.
  • Has an independent role in presenting cases (with the attorney) in the courtroom to include testifying as needed.
  • Types court orders and obtains appropriate approval and signatures on the legal documents.
  • Files orders with the Clerk of Court and forwards copies to the appropriate parties.
  • Prepares necessary forms and forwards to employers, Clerk of Court and non-custodial parents to verify employment and withhold wages for child support payments and inclusion of dependent children to health insurance.
  • Creates and maintains the financial records of the court orders for charging distribution and adjustments and types case summaries in the Automated Collections and Tracking System (ACTS).
  • Determines the most appropriate course of action to take to complete the necessary case actions needed within the federal and state mandated time frames.
  • Reviews cases every (3) years as mandated by federal and state laws.
  • Reports delinquencies to the credit bureaus and refers cases for tax interception.
  • Completes monthly reports and daily worklists to maintain accuracy of cases.
  • Attends staff meetings and trainings as needed.
  • Works at disaster shelters as deemed necessary.

GENERAL DESCRIPTION OF DUTIES

The purpose of the position is to provide engineering and technical support, waste management and engineering assistance for training, planning, design, and construction of animal waste management systems and other Best Management Practices. Employees in this classification perform technical support and engineering work. Position is responsible for providing soil and water conservation planning and assisting landowners/users in applying and maintaining conservation measures. Performs related work as required.

ESSENTIAL FUNCTIONS

Maintain 0200 animal waste certification paperwork as needed to meet State regulations. Prepare and certify lagoon closure plans for state grants. Provide waste management assistance to animal producers; Prepare comprehensive nutrient management plans (CNMP), waste utilization plans, calculate wettable acres for irrigation plans, computer generated irrigation maps and site layout. Perform and certify construction checks of lagoons, ponds, grassed waterways, wells, fences, cattle waterers, poultry litter storage sheds, incinerators, and similar structures to assure practices meet NRCS standards. Prepare drainage tile plans. Provide Technical Assistance on Designing Farm Roads and Culverts to meet NRCS standards and specifications. Plan and present programs for schools, Prepare VAD (Voluntary Ag District) maps for landowners and agency personnel through ArcGIS. Assist NRCS personnel with USDA Programs. Administer the NC Agricultural Cost Share Programs. Attend meetings and workshops as needed to stay abreast of current rules and regulations. Maintain records of complaints and aid the (BMAP) Beaver Management Assistance Program. Assist in the maintenance of the Limestone and Muddy Creek Watershed Lateral Project by preparing maintenance reports, annual inspections and follow-up maintenance. Perform inspections on various Stream Debris Removal Projects.

Answers the telephone and directs inquiries to appropriate staff or departments; Receives inquiries and provides information on the programs and services available; Arranges meetings and facilities; and schedules appointments as appropriate.

Job Requirements and Qualifications

Education & Experience: An Associate’s Degree in Conservation, Forestry, Soil Science,
Environmental Education, Biology, Waste Management, Ag Science, Civil Engineering or other related field supplemented by one (1) or two (2) years previous experience and/or training or an equivalent combination of education, training, and experience. Certifications: Nutrient Management Certification, Ag- Pest Plant Pesticide License. Skills and Abilities: Computer skills and the ability to use Geographical Information Systems (ArcGIS); Ability to use Survey Equipment such as Total Station and laser levels as needed for Conservation Surveys. Ability to operate (launch, load and perform minor maintenance) on multiple amphibious vehicles and watercraft and All-Terrain Vehicle (ATV), Tractors, Kayaks and Canoes.  Special Requirements: Federal Background checks are required of the position as it relates to Homeland Security and the use of federal computer system. In accordance with the county’s drug free workplace policy, employees will be subject to pre-employment and random drug screening. Limited attendance at night meetings or weekend activities may be necessary. Travel outside the office and the county on behalf of the county for meetings and trainings.

PHYSICAL REQUIREMENTS must be able to lift 50 lbs. and endure physical challenges such riding in a small boat to inspect creeks and walking on unlevel ground

WORKING CONDITIONS include limited exposure to extreme weather which could include rain/cold/heat and exposure to snakes and mosquitos.

PERSONAL PROTECTIVE EQUIPMENT may include but not limited to wearing snake chaps, boots, hard hats, chest waders and life jackets.

GENERAL DESCRIPTION OF DUTIES

Under general supervision of the Communications Supervisors, the purpose of the position is to receive emergency calls from citizens and to dispatch appropriate units for fire, rescue, local law enforcement agencies, and Duplin County Sheriff’s Office based on operating guidelines.  Employees in the classification perform skilled communications work.  Position is responsible for operating communications equipment; receiving calls and dispatching assistance; monitoring and responding to radio traffic; entering all complaints and dispositions into the computer system; and maintaining logs and records of communications activities.  Performs related work as requested.

SPECIFIC DUTIES AND RESPONSIBILITIES

Answers incoming emergency telephone calls and requests appropriate information.

Dispatches call to appropriate agencies based on determination made from information received and standard operating guidelines.

Monitors radio traffic for requests for assistance from responders and to document pertinent times of units responding.

Maintains call logs and records of radio traffic requesting assistance. Prepares criminal history requests for appropriate individuals.

Assigns and tracks incident numbers for fire and EMS. Transmits and receives information via DCI as needed for related agencies.

Appropriately files, retrieves, enters, modifies, clears, and cancels DCI records and documentation for law enforcement agencies with a valid service agreement. Maintain records to assist with confirming entries and computerized hits received for other agency entries with a valid DCI service agreement. Operates a computer terminal connected to a network which includes the Division of Criminal Information (DCI), the National Crime Information Center, and a variety of other local and state databases to retrieve and submit information.  Corresponds with local police departments, Duplin County Sheriff’s Office, and other law enforcement agencies or public service jurisdictions through this system; processes and maintains records of information obtained.  Works with a variety of law enforcement agencies performing criminal history checks and providing driving histories, and vehicle registration information. Utilizes computerized data entry equipment and various windows based software programs. Relays problems and/or complaints to the Supervisor. Answers non-emergency calls for the Sheriff’s Office and the Water Department after regular business hours and when calls are transferred for relay purposes. Assists other counties with misrouted emergency calls.

Requests mutual aid from other county agencies as requested or needed based on standard operating guidelines.

Required to attend appropriate training classes deemed necessary for proficiencies in job performance. Required to work when notified and requested for emergency situations (employee shortages, inclement weather.)Requests Medical Examiners as needed or requested.

Utilizes schedules to make contact with appropriate agent/officer and to serve as the liaison to provide them information for the following agencies:   Mental Health Commitment Officers; Magistrates; Social Services; Department of Transportation, Narcotics; Detectives; East Pointe; Probation; Animal Control; Public School Bus; Fire Marshal; Forestry Service; Court Dates; and Emergency Management.

Advise officers of preplanned residential checks to be performed. Broadcast Weather Alerts and inclement weather conditions.

Broadcast road closing information, BOLO’s, weather alerts, fire ratings and conditions. Logs information received from Repossession Companies on repossessed vehicles. Contact Funeral Homes, according to rotation schedule, for transports of DOA.

Assist Solid Waste Officer by documenting complaints regarding illegal dumping.

MARGINAL FUNCTIONS

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Prepares various reports. Testing Satellite Phone as required by state regulation. Indexes CAD data and files.

Notifies appropriate agencies of hazardous road conditions. Assist in training new Telecommunicators. Makes service requests for needed repairs with communications equipment. Performs related duties as assigned.

MINIMUM TRAINING AND EXPERIENCE

High School Diploma or GED; 2 years of computerized data entry experience or secretarial/clerical work, fluent typing skills; and knowledge of windows based operating computer systems.  Must have excellent communications skills:  clear speaking voice and excellent hearing.  Must be able to obtain Telecommunicator Certification within 1 year.   Knowledge of the geographical layout and county road name system for Duplin County is preferable.

SPECIAL REQUIREMENTS

Possession of valid drivers’ license issued by the State of North Carolina. Must be able to obtain DCI Certification in General Inquiries (Module 1), Criminal Records (Module 2), DCIN/NCIC File Transactions (Module 3) within 120 days. DCI Certifications in Modules 1-3 must be maintained throughout employment. Must be able to obtain to obtain DCI Certification for Protective Orders as deemed necessary. Must be able to obtain Telecommunicator Certification. Must have the ability to be able to multi-task: answer phones, monitor radio traffic and know where units are located, and document information at the same time. GENERAL DESCRIPTION OF DUTIES

Under direction of the Communications Director, the purpose of the position is to coordinate, implement, and maintain the operations of the Communications Dispatching Center.  Employees in this classification perform supervisory, technical, and administrative work.  Position is responsible for maintaining operations of dispatch center; scheduling and supervising work of Telecommunicators and Telecommunications Supervisors; assisting in implementing projects; preparing and maintaining a variety of records and reports; resolving E-911 telephone errors; assists with requests for documentation and recordings; and maintenance and repair of various equipment.  Performs related duties as assigned.

DISTINGUISHING FEATURES OF THE CLASS:

The Supervisor is responsible for managing all Communications personnel and insuring Telecommunicators and Telecommunications Supervisors have the appropriate training, skills, supplies and equipment to perform their assigned functions.  Supervisor will also be responsible for insuring all required forms, and reports are complete and accurate for each shift.  The Supervisor will be responsible for assisting in interviewing and recommending personnel as well as personnel actions relating to employees over who they have supervision.

THE IDEAL CANDIDATE WILL HAVE THE FOLLOWING KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of Communications operations.

Working knowledge of County Personnel Policy.

Working knowledge of all aspects of Communications procedures and requirements.

Knowledge of and the ability to enforce established Communications protocols.

Ability to review records and performance of staff for evaluation of compliance with standards, policies, procedures, and objectives.

Checking and testing operations of all radio transmitters, generators, and UPS systems. Assist Director with daily functions as requested. Train 911 staff on new policies and procedures or revisions to existing policies and procedures.

Recommends appropriate changes to departmental policies and procedures and refines work processes involving training and certifications. Operates and assist in maintaining software and hardware for dispatch center that includes, but not limited to:  radio consoles, CAD and DCI terminals, main recording system and IPM,

Positron Equipment, telephone peripheral equipment, satellite phone, Radar Net, CAD Mapper, etc.

Assist SBI auditor regarding normal audit procedures and infractions that are reported or identified.

Assist with Emergency Operations Center (EOC) during disasters.

Works with county programmers to develop computer programs to enhance the Communications Department.

Investigates and apprises Communication Director of problems and/or complaints that could have a negative impact on the department. Plans schedule for training requirements in reference to Communications.

Maintains records, DCI documentation, and other various documentation.

Oversees departmental compliancy with DCI regulations, for entries and inquiries into the state and national DCI system made by certified DCI operators within the Communications. Communicate with wired and wireless telephone companies to resolve PSAP inquiries and selective routing issues. Maintain reports and records for response units and departments.

Produce monthly reports to update management and employees of current and upcoming projects.

Work with outside contractors to improve 911 service capabilities.

Assist Communication contractors by bringing CAD System back on line.

Works as requested during emergency weather conditions as directed.

Reviews and processes requests from the public, emergency responding agencies, Social Services, and other appropriate persons for CAD records and recordings according to allowances by NCGS.

Checks to ensure recorder is working appropriately.

Attend training classes as needed or requested. Back up data files.

Consulting with emergency response departments and agencies within the county (volunteer Fire, EMS, and First Responder Depts., EMS Dept., Fire Marshal’s Office, Police Depts., and the Sheriff’s Office) and with NCDOI in determining appropriate protocols for emergency situations

Develops, updates, and implements procedures and guidelines for call taking, dispatching, and documenting emergency call, response, and follow-up information.  (consulting with fire, EMS, and Law Enforcement responders and implementing state requirements) Assist when needed on scheduling non-emergency EMS transports.

Maintains contact information and on call calendars for various agencies (Magistrates Office, Detectives, Narcotics, Mental Health, Probation, Animal Control, Water Department, Social Services, Fire Marshal’s Office, Board of Education, etc…) for services and problems that occur after departmental operating hours and for offices that are not staffed until a request is received pertaining to their services.

MINIMUM TRAINING AND EXPERIENCE

Two year degree in business administration or related field with training in windows driven software, supplemented by five (5) years previous 911 dispatching experience that includes communications radio operations for fire, EMS, and law enforcement; two (2) years of supervisory experience; fluent typing skills; excellent communications skills; preferred experience with mapping software program; knowledge of geographical layout and county road name system for Duplin County.  

SPECIAL REQUIREMENTS

Possession of valid drivers’ license issued by the State of North Carolina.  Must obtain DCI Certification in General Inquiries (Module 1), Criminal Records (Module 2), DCIN/NCIC File Transactions (Module 3), and Protection Orders (Module 6).  DCI Certifications must be maintained throughout employment.  Must be able to obtain and maintain EMD certification. Must have Telecommunicator Certification.  Must be willing and able to serve as TAC or Asst. TAC as directed.  In accordance with the county’s drug free workplace policy, employees will be subject to pre-employment and random drug screenings.  The successful candidate should be able to pass thorough background investigation, be of sound moral character, and possess a strong work ethic. Additional Requirements:  This is an “On Call” position and the successful candidate must be a resident of Duplin County. GENERAL DESCRIPTION OF DUTIES

Under general supervision, the purpose of the position is to perform a variety of tasks involved in the maintenance and general operation on the Cabin Lake Recreation Facility. Employees in this classification perform skilled and semi-skilled work. Position is responsible for opening and closing the park at specified times. Greets public and informs visitors concerning park rules and regulations. This position is also responsible for general maintenance of park facilities. Work is performed under general supervision from Cabin Lake Supervisor and is evaluated in terms of quality of work, observation, and visitor user reaction. Performs related work as required.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Weekend and holiday work required

  • Provides excellent customer service involving greeting and registering park visitors and informing visitors about the facility and its operation via telephone or in person informing them of park rules, policies, and hours of operation.
  • Employee must use considerable tact and courtesy in frequent contact with the public.
  • Collects fees and registers transactions in computer system.
  • Ability to add, subtract, multiply and divide; ability to make change.
  • Operates paddle boat area.
  • Performs grounds keeping work, which includes mowing, weed eating, emptying trashcans, etc.
  • Makes minor repairs to facilities.
  • Assists in keeping facilities (Shelters, restrooms, play grounds, office, etc.) clean for park visitor’s use.
  • Pick up litter and empty trashcans.
  • Open and close buildings and restrooms as needed.
  • Provide basic first aid and CPR
  • Provide emergency management for park incidents
  • Report any participant injuries or property damage within 24 hours of occurrence.
  • Patrols park regularly for security and maintenance issues

MINIMUM TRAINING AND EXPERIENCE

High School diploma or GED (some college and computer skills preferred); supplemented by previous experience and/or training involving providing customer service, previous Parks and Recreation experience, and building and landscape maintenance; or an equivalent combination of education, training, and experience.

SPECIAL REQUIREMENTS

  • Ability to obtain basic first aid and CPR certification within first year from date of hire.
  • Able to swim and prefer experience with basic lifeguarding duties.

AGING ADULT CARE HOME ADVISORY COMMITTEE

Purpose: To advocate for the rights of citizens residing in adult care homes. The Committee members are required to visit the Adult Care Homes every three months.  Family Care Homes are visited annually by the committee.  This committee helps maintain the Adult Care Home Resident’s Bill of Rights.  Initial appointments are made for one-year term with every term thereafter being one to three years.

Qualifications: No person or immediate family member of a person with a financial interest in a home served by this committee, no employee or governing board member of a home served by this committee, and no immediate family member of a resident in a home served by this committee may be a member of this committee.  Must be able to travel to each facility in the county. Must be able to complete an initial orientation and field training of 15 hours. Must be a resident of Duplin County.

AGING REGIONAL AGING ADVISORY COMMITTEE

Purpose: The Regional Aging Advisory Committee advises the staff and Eastern Carolina Council of Government Board on the Area Plan, allocation of funds, etc. Appointments are made for two-year terms or three consecutive two-year terms which equals a total of six years.  Alternates serve for a one-year term.

Qualifications: Members cannot be employed with an agency which is receiving Older American Act Funds.  At least 50% of appointees should be over 60 years of age. Must be a resident of Duplin County.

AGING NURSING HOME COMMUNITY ADVISORY COMMITTEE

Purpose: The Nursing Home Advisory Committee serves as a liaison between the Board of County Commissioners and local Nursing Homes. Committee members are required to visit all nursing homes every three months as a committee.  They serve as a supportive local committee which helps to maintain the spirit of the Nursing Home Resident’s Bill of Rights. Initial appointments are made for one-year term with every term thereafter being one to three years.

AIRPORT COMMISSION

Purpose: The primary duty of the Duplin County Airport Commission is the oversight of the operation, maintenance, and development of the Duplin County Airport. The Airport Commission serves as an advisory body to the Duplin County Board of Commissioners and is comprised of nine voting member members appointed by the Board of County Commissioners according to its appointment process.

Qualifications: Persons interested in serving should have a background in business, and a general knowledge of airport or aviation related operations.

BOARD OF EQUALIZATION AND REVIEW

Purpose: The Board of Equalization and Review hears appeals of taxpayers on assessed values and reviews current assessments made by the Tax Supervisor.  Appointments are made for two-year terms.  The Chairman and Vice-Chairman are selected by the members of the Board of Equalization and Review.

Qualifications: To qualify for appointment as a member, each nominee to the Board shall be of good moral character, shall have resided in Duplin County at least two (2) consecutive years prior to the appointment, shall remain as a resident for the duration of service as a member, and shall be knowledgeable of real estate or personal property valuation matters.

BOARD OF HEALTH

Purpose: The Board of Health is the policy-making, rule making and adjudicatory body for the Health Department. The Board of Health has the responsibility to protect and promote the public health and has the authority to adopt rules necessary for that purpose. The Board of Health appoints a local health director who serves as the administrative head of the Health Department.

Qualifications: The Board of Health is composed of 11 members and includes one physician licensed to practice medicine in North Carolina, one licensed dentist, one licensed optometrist, one licensed veterinarian, one registered nurse, one licensed pharmacist, one county commissioner, one professional engineer, and three representatives of the general public. The members must be residents of Duplin County and are appointed by the County Commissioners to serve three (3) year terms.

Purpose: The Board of Social Services selects the social services director, gives him or her administrative advice, undertakes social planning, and assists the director in planning the department’s budget.

EASTERN CAROLINA HUMAN SERVICES AGENCY, INC.

Purpose: The Eastern Carolina Human Services Agency, Inc. is a member of the North Carolina Community Action Association and is a private non-profit Community Action Agency that provides services to low-income, Veterans, and military families, in multiple counties along the North Carolina coast. The programs administered by the agency include: Section 8 Housing, Community Services Block Grant- Family Self Sufficiency Program (CSBG-FSS), and NCServes.

Qualifications: To qualify for appointment as a member, a nominee shall be of good moral character, shall have resided in Duplin County at least two (2) consecutive years prior to the appointment, and shall remain as a resident for the duration of service as a member.

ECONOMIC DEVELOPMENT COMMISSION / THE FOUNDATION FOR DUPLIN COUNTY INDUSTRIAL AND BUSINESS DEVELOPMENT, INCORPORATED

Purpose: The purpose for which the Corporation is organized is to further the economic development prospects of Duplin County, North Carolina and to promote job creation opportunities, wage growth, and growth in the tax base in Duplin County. The Corporation seeks to enhance the overall residential, business, and commercial environment, thus improving the quality of life for all people of Duplin County and municipalities within the County. This will thereby assist in reducing the burden of government in pursuing the public purposes of providing quality jobs, increasing wage levels, and promoting a growing tax base.

Qualifications: The number of Directors of the Corporation shall be decided by the Board but shall be no more than eleven (11) and no less than seven (7). Directors shall be selected as follows:

 The Duplin County Board of Commissioners shall have authority to appoint from time to time up to two (2) people to serve as Directors. Any of these two (2) individuals appointed as a Director shall serve at the pleasure of the Duplin County Board of Commissioners. Such Directors shall not be subject to the term or consecutive term limitations set forth herein.

ECONOMIC DEVELOPMENT REVOLVING LOAN FUND COMMITTEE

Purpose:  The Board of Commissioners of the County of Duplin established a Revolving

Loan Fund Program by virtue of G.S. 160A-456 which enables the County to undertake Community Development activities including programs concerned with employment and economic development.

The purposes of the Revolving Loan Fund are as follows: The creation of new jobs opportunities and the retention of existing jobs within the County principally for persons of low and moderate income (LMI); To further new business development and/or existing business expansion within the County; and To enable private business development to occur within the County that would not occur without loan assistance from the Revolving Loan Fund Program.

Qualifications:  A Loan Committee reviews loan applications, rate them according to procedures herein, determine whether loan applications are appropriate for the program, determine credit worthiness of borrower, and evaluate the economic feasibility of applicant projects.  The Loan Committee shall report its findings on all applicants to the Board of Commissioners.  The Loan Committee shall be empowered to negotiate loan terms with applicants but final authority for settling terms and approving loans shall rest with the Board of Commissioners.  The Board of Commissioners shall appoint all members of the Loan Committee.

JAMES SPRUNT COMMUNITY COLLEGE BOARD OF TRUSTEES

Purpose: Established by State Statute.  The Board of Trustees is a corporate body with powers to acquire, hold, and transfer real and personal property, to enter into contracts, to institute and defend legal actions and suits, and to exercise such other rights and privileges as may be necessary for the management and administration of the institution in accordance with the provisions and purposes as stated in the General Statutes.  Trustees are responsible for keeping elected officials informed of the implications of legislative actions that may have a bearing on the college.

Appointments are made for four-year terms. Members are appointed by the County Commission, Board of Education and the Governor.

Qualifications: Must be a resident of Duplin County.

JURY COMMISSION

Purpose: Duties of the Jury Commission include: selecting the jury lists for a two-year period for jurors to serve in the Superior and District Courts for Duplin County; preparing the jury list from designated sources; determining that prospective jurors are qualified to serve; preparing and delivering the jury list; performing these duties between October 1, and September 30 of each biennial year.  Jury lists must be prepared 30 days prior to January 1 of each biennial year as established in General Statutes 9-2.

Qualifications: Members must be qualified voters of the County and can serve unlimited terms per the statute for this Commission.  The Jury Commission only meets twice a year. Must be a resident of Duplin County.

JUVENILE CRIME PREVENTION COUNCIL

Purpose: The Juvenile Crime Prevention Council (JCPC) is the local organization charged by the N.C. General Assembly to plan, organize, and evaluate locally-based programs designed to prevent and mitigate juvenile delinquency in Mecklenburg County. Specifically, the JCPC is to develop community-based alternatives to training schools and to provide community-based delinquency and substance abuse prevention strategies and programs.

LIBRARY BOARD OF TRUSTEES

Purpose: The Library Board of Trustees serves as an advisory board which makes recommendations on policy to the Board of County Commissioners and acts as a liaison between the library, local government and the community.  The Library Board of Trustees is a 6 member board with all members being appointed by the Board of County Commissioners.

PARKS AND RECREATION ADVISORY BOARD

Purpose:  The Parks and Recreation Advisory Board shall consult with and advise the governing body of all matters affecting Cabin Lake County Park’s programs, personnel, and finances.  The Parks and Recreation Advisory Board shall consult with and advise the park superintendent on the daily operation of Cabin Lake County Park, as well as the long range operation and improvement of this facility.  Appointments are made for two and three year’s terms with no one serving more than two consecutive terms.

 

Qualifications:  Seven members representing various County Commissioner Districts in Duplin County.  Must be a resident of Duplin County.

PLANNING BOARD

Purpose:  The Duplin County Planning Board prepares and from time to time amends and revises a plans for a comprehensive and coordinated strategy for the physical development of the area, establishes principles and policies for guiding action in the development of the area, and prepares and recommends to the Board of County Commissioners ordinances promoting orderly development of Duplin County.

 

Qualifications:  Each of the five (5) County Commissioner districts is represented by one member on the Planning Board.  Eligible members must be a resident of Duplin County and must live within a District that is vacant to be appointed to the Board.

Term Length: Two years. No limit on the number of terms that can be served.
